applying for water gym leader

Hello,Im Fair..Arinomi my pokemon so far are as followed
Croconaw level 20,Bulbasuar level 14
currently i wish to become leader of the water gym which i beleive is the 4th gym
i currently have no badges..sad to say
i feel i should be water gym leader for this simple fact,i follow each rule given to me without any arguments and i give fair matches to each challenger.if the challanger has a level 15 pokemon or so..i shall use a level 16 or 17 to kinda even the odds.i dont complain about positions and im not argumentive.
im trustworthy and i can be on PBS everyday if i have to

I just began PBS but i got the hang of things already.
