Does this count as a "Cheat"/Bug?

Okay well me and Sami were fighting..He was using a Gengar. I went to the part where the red circle is. The square part is where Sami was..(The green gardevoir)



Then he was attacking me with curse and hypnosis when I was there at the red circle..It was hurting me, but when I tried to attack him with moves like Magical leaf or Psychic, the moves wouldn't hit him! Soonly after I taunted enough to let him get out of his "STRATEGY PLACE" (or what Sami calls it) and beat him! lol..

Anyways, is it a glitch that he can attack me, but I can't attack him? Oh btw, he also used one of the home/pagedown/pageup/end keys to go back into his "STRATEGY PLACE"

Yeah its a bug i guess, I'm probably going to take out the Challenge verb and just add different arenas or something...idk yet.
